Board Chairman - Guadalupe Almaraz

Guadalupe Almaraz was appointed Chair of the Agricultural Labor Relations Board by Governor Arnold Schwarzenneger in January 2008. Mr. Almaraz worked for California state government for more than 30 years. Since 2005, Almaraz has served as deputy chief labor commissioner for the division of labor standards enforcement for the Department of Industrial Relations (DIR). He previously worked in various capacities for the division of labor standards enforcement for DIR from 1981 to 2005 and 1977 to 1980 including senior deputy labor commissioner, hearing officer and deputy labor commissioner I. Prior to that, Almaraz served as a consultant for the Department of Fair Employment and Housing from 1980 to 1981.

Mr. Almaraz' term expires January 1, 2010. (Pursuant to Labor Code § 1141(b).)

Board Member - Genevieve Shiroma

Genevieve Shiroma Bio Picture

Genevieve Shiroma was appointed to the Board by Governor Arnold Schwarzenegger in March 2006. Previously, Governor Gray Davis appointed Ms. Shiroma to Chair the Agricultural Labor Relations Board in May 1999. Prior to her appointment to the ALRB, Ms. Shiroma served as Chief of the Air Quality Measures Branch at the California Air Resources Board, responsible for air quality regulations related to consumer products and toxic air contaminants.

She was at the Air Resources Board since 1978, where she worked on regulations and programs affecting landfills, hazardous waste, pesticides, air toxic hot spot sources, fee regulations, and requirements for the federally required State Implementation Plan to achieve the ambient air quality standards.

Ms. Shiroma earned a Bachelor of Science degree in Materials Science and Engineering from the University Of California at Davis in 1978.

Genevieve Shiroma was born and raised a farm worker daughter in the Acampo-Lodi area of San Joaquin County, California. She is married to Michael Abbott and has one stepson.

Ms. Shiroma's term expires January 1, 2011. (Pursuant to Labor Code § 1141(b).)

Board Member - Cathryn Rivera-Hernandez

Cathryn Rivera-Hernandez Bio Picture

Cathryn Rivera-Hernandez was appointed by Governor Gray Davis to the Agricultural Labor Relations Board in November 2002. Ms. Rivera-Hernandez previously served as Chief Deputy Cabinet Secretary for Governor Davis.

Serving in the Office of the Governor since 1999, Ms. Rivera-Hernandez was responsible for overseeing Administration policy, budget and legislative initiatives within the Health and Human Services Agency, Youth and Adult Correctional Authority, Office of Emergency Services and the Office of Criminal Justice and Planning. In January 1999, Ms. Rivera-Hernandez chaired a task force that established eighteen Disaster Service Centers across the Central Valley to respond to the citrus freeze that devastated the agricultural community causing over $700 million in damage. As a Special Legal Counsel, Ms. Rivera-Hernandez also worked with the Office of Legal Affairs on significant legal matters arising with the agencies.

Ms. Rivera-Hernandez earned a Bachelor of Science degree from Arizona State University, and a Juris Doctorate degree from Boalt Hall School of Law, University of California, Berkeley. Ms. Rivera-Hernandez was the Editor in Chief of the La Raza Law Journal.

Executive Secretary - J. Antonio Barbosa

J. Antonio Barbosa Bio Picture

J. Antonio Barbosa was appointed by the Agricultural Labor Relations Board as the Executive Secretary for the Agency in September 1992. For the past 18 years, he has held various positions in both the General Counsel’s and Board’s offices including staff attorney and supervising attorney in the El Centro Regional Office, and staff attorney with the Executive Secretary’s Office.

Mr. Barbosa received his B.A. from UCLA in 1976 and his J.D. from Hastings College of Law in 1979. He is married and has three children.

General Counsel - Michael Lee

Michael G. Lee, 54, was appointed general counsel for the Agricultural Labor Relations Board in March 2006. He has served as a deputy attorney general in the Office of the Attorney General since 1988. Lee was assigned to the Correctional Law Section of the Civil Division and served as supervising deputy attorney general for the Division from 1996 to 2004. He previously served as staff counsel for the Water Resources Control Board, the Secretary of State and the Agricultural Labor Relations Board.

Regional Director Salinas - Freddie Capuyan

Freddie Capuyan Bio Picture

Freddie A. Capuyan was appointed Regional Director of the Salinas Region on December 1, 1995. He was previously staff counsel in the Visalia Regional Office for nine years.

Mr. Capuyan received his B.A. from California State University, San Francisco in 1976, and his J.D. from U.C. Davis School of Law in 1981.

In 1968, Mr. Capuyan enlisted in the United States Marine Corps and served a combat tour of duty in Vietnam with the Third Battalion Fourth Marines, Third Marine Division.

Mr. Capuyan was born in the Philippines and raised in San Francisco, where he graduated from Saint Ignatius College Preparatory. He is the son of a former field worker, is married and has three children.

Regional Director Visalia, El Centro - Lawrence Alderete

Lawrence Alderete Bio Picture

Lawrence Alderete was appointed Regional Director of the ALRB Delano Regional Office in 1982 and is currently Regional Director of the Visalia Regional Office.

Prior to his appointment as Regional Director, Mr. Alderete served as a field examiner for the ALRB from 1976 to 1982.

Mr. Alderete received his B.S. from California State University, Fresno in 1975.
